DRINKING WATER SERVICES
Lead & Copper Rule Revisions
The 1991 Lead and Copper Rule (LCR) was enacted by the USEPA to protect public health and reduce exposure to lead and copper in drinking water. The current Lead and Copper Rule Revisions (LCRR) is a nationwide effort to eliminate lead service lines within our drinking water systems.
In January 2021, the USEPA published the LCRR, the first major overhaul of the LCR since its publication. Water systems will be required to comply with the LCRR by October 16, 2024. The LCRR includes several major regulatory changes that prompt water systems to take actions towards removal of all lead and lead-related service lines (LSL) in their system. The LCRR requires that utilities create a publicly accessible inventory of the service lines in their water systems and identify which service lines contain lead. Subsequently, the LCRR requires utilities to revise lead and copper sampling plans and develop a lead service line (LSL) replacement plan which details how the utility intends to further identify and remove lead-containing service lines from their systems when required. Wright-Pierce provides comprehensive services to assist communities in meeting the requirements of the LCRR, including but not limited to:
- Corrosion control treatment and studies
- Development of LSL material inventory
- Creation of LSL replacement plans
- Creation or revision of lead and copper sampling plans
- Optimized corrosion control evaluations
- Funding strategy development for public and private LSL replacement
Sample Projects
- Lead Service Line Inventory in Massachusetts: LSL survey and action plan including digitization of water main service line records.
- Lead Service Line Replacement in Rhode Island: LSL replacement program for residences with known lead service lines.
- Lead Service Line Inventory and Replacement in Connecticut: Collection and review of water tie cards associated with water services.
- Municipal Asset Management in New Hampshire: Inspections to determine the private side water service material to assist in the development of LSL inventory.
